Abstract

Artificial intelligence is moving from isolated automation tasks toward systems that can support planning, analysis, communication and operational decisions. For small businesses, this shift creates an unusual management problem: the central question is no longer simply whether an organization can adopt AI, but how AI-generated information should interact with human experience, accountability and contextual judgment. This conceptual paper develops a practical Human-AI Collaboration Framework for small businesses. The framework is derived through a structured review and synthesis of recent research on AI-supported decision-making, small and medium-sized enterprises, human-AI interaction and trustworthy AI. Rather than treating AI as either an autonomous replacement for employees or a passive software tool, the proposed model positions AI as a decision-support partner operating within defined human responsibility boundaries. Five dimensions are integrated: task suitability, data reliability, calibrated reliance, human review and organizational learning. The paper further proposes a decision pathway that classifies activities according to the consequence of error and the degree of contextual judgment required. Low-consequence, repeatable tasks may receive higher automation, whereas consequential or context-sensitive decisions require explicit human review. The framework contributes a small-business-oriented structure for implementing AI without assuming unlimited technical resources. It also identifies research questions for future empirical validation. The paper concludes that responsible AI adoption should be understood as an organizational design problem involving people, processes, data and technology together.
